The much-anticipated €5.7 billion Energy Community Act finally comes into effect

This is exciting news! ! ! Italy’s Community Directive for Renewable Energy (Comunità Energetiche Rinnovabili, CER) has been approved by the European Commission, which is a major step forward for everyone living in Italy.
This decree not only supports the development of renewable energy, but also provides important financial incentives for citizen groups, condominiums, small and medium-sized enterprises, etc.

Key information includes:
Incentive funds: A total of 5.7 billion euros, of which 2.2 billion comes from the PNRR (National Recovery and Resilience Program) and the remaining 3.5 billion is raised through electricity tariffs levied on all consumers.
Management organization: Managed by GSE (Gestore dei Servizi Energetici).
Beneficiary groups: including civic groups, apartments, small and medium-sized enterprises, local authorities, cooperatives, associations and religious groups.
Supported energy types: photovoltaic, wind energy, hydropower and biomass energy, with installed capacity not exceeding 1 MW.
Subsidy details: Provide feed-in tariff subsidies to end customers and renewable energy communities for electricity consumption paid within 20 years. For energy communities in cities with less than 5,000 residents, CER will provide subsidies of up to 40% of qualifying costs.
Progress requirements: Sign an energy community contract and implement it before December 2025; before 2026, energy communities in cities with less than 5,000 people will have an installed capacity of 2 GW and generate 2,500 GWh of electricity every year.
The concept of a renewable energy community (CER) is to achieve effective utilization of new energy power generation systems by forming an alliance of power consumers to allow power consumers who are physically close to each other to share new energy power generation systems. This means that even if they are not in the same building, neighboring buildings can share an initial power conversion cabinet to achieve the sharing and efficient use of new energy.
